According to Quarterman in the November 1993 issue of EGM, eight new characters were planned for inclusion in the game. However, SNK hired away some of Capcom's development team, and the number of new characters was scaled back to meet the game's Fall release date.

According to a Japanese book about the history of Capcom Fighters, originally these four characters were to be Cammy, Thunder Hawk, and two head-swap characters, one of which would be developed as Fei Long, and the other replaced by Dee Jay.
