In the room before the VIP room, the prototype has a table with NPCs. In the final game, all are gone except the man in the blue suit, who lets you play the slot machine for 10 coins. The bunny girl is also no longer blocking the door, but you do need the VIP card to get in.

Judging from the dialogue here, the developers of Estpolis Denki II were planning on having an arena where your Pokémon capsule monsters could fight it out with other capsule monsters. It appears to be unfinished (just as the capsule monster itself - yes, only a single one - is unfinished), and no hint of this ever made it into the final version of the game.
