A long-running series of racing games from developer Genki centered about street racing in Tokyo's highways that isn't totally Wangan Midnight (a series that Genki has also done games of, incidentally) and has been localized with many different titles for international markets by different publishers (mostly by the defunct Crave Entertainment as Tokyo Xtreme Racer). There's also a touge (mountain street racing) spin-off called Kaido Battle, which also had the Tokyo Xtreme Racer name when brought to the US.
