Atlus makes a game based on Wacky Races that's actually a racing game! It plays closer to a turn-based RPG.

For reasons that are fairly obvious if you've played it, this game is far more obscure than its NES counterpart. If it's known at all, it's for being venerable Japanese video-game mag Famitsu's lowest-rated game of all time.

At the screen that determines the player's starting position (which appears after selecting a car), hold Down+Right and press B.
