This is a(n) Game Boy ROM.
This is the Spaceworld 1997 demo of Pokémon Silver, without the debug content included. There is a patched version included that allows the ROM to run and fixes the header checksum. If you wish to patch the ROM yourself set $0147 to 0x10, and $014D to 0xC7 and to fix the header checksum modify $014E to 0x7B 0xA2 as well.
