Press II, Right, I, Right, I, Down, Right, Right at the title screen.

Level Select

Press Down, Left, II, Up, Up, I, Right, Select at the title screen, then press I the number of times corresponding to the desired level minus 1 (e.g. 3 times for level 4; a sound effect will play each time I is pressed.), then press Run to start at the desired level.
