Nintendo DSi Sound is a built-in console application. You can record your voice, mess around with the sounds you created and listen to .m4a files. No .mp3 support though, which is a shame.

Build Dates

In v1.0J, the DSi Sound app contains a folder named debug, which contains a list of files that show when the app was built, which was roughly 7 weeks before the console's launch.
