The Nintendo DSi Sound application is a built-in application that comes with every Nintendo DSi. You can record your voice, mess around with the sounds you created and listen to .m4a files. No .mp3 support though, hm.

Build Dates

On v1.0J, the DSi Sound app contains a folder named debug, which contains a list of files that show when the app was built.
