None of the unused books can be read. Despite this, Annals of Greatness, Art of Karakuri and The Hero with a Bow have corresponding unused dialogue for being read.

08C How to Karakuri A book on the technology of karakuri. Become better with details. This book is located between Call Me Chief and Reckless Casanova, so it was probably intended to have been available at the Jinbocho book store.
0172 The Okumura Way Memoir of Kunikazu Okumura, whose life philosophy pioneered a new age. This book is mentioned by several NPCs but it cannot actually be obtained by the player.
0173 Med. Tech for Teens A book explaining medical science in layman's terms. A must for novices. These books seem to correspond to a few of the player's Confidants, namely Tae Takemi, Munehisa Iwai, Hifumi Togo and Toranosuke Yoshida respectively. It's possible that reading these would have affected the progression of the Confidant in some way.
0174 Guns of the World A catalog of guns covering both eastern and western models. For gun freaks.
0175 Shogi World A special on the move that rocked the shogi world. For shogi aficionados.
017A Pure Politics Focuses on the life of a famous politician. For aspiring politicians.
0185 The Hero With A Bow The folklore of Robin Hood. Reading this could make you kind. Books about the Personas of the Phantom Thieves become available in the Shujin Library when they join the party. However this book about Goro Akechi's Persona, Robin Hood, never becomes available even after Akechi joins the party. While it cannot be read like the rest of the unused books, it can be returned to Shujin Library confirming it was meant to be a library book. This book is made available in Persona 5 Royal after Akechi joins the party.

DVDs

Similar to the unused books, none of the unused DVDs can be watched. They cannot be returned to the DVD store either.

Internally, these are the last treasures in the game before a bunch of RESERVE placeholder treasures, and are found after another small group of placeholder treasures following the Mementos treasures. The theme of these treasures doesn't seem to fit in with any of the final's palaces. While most of these were overwritten by the treasures for Maruki's Palace in Persona 5 Royal, the Old Milk Bottle was blanked out.

Costumes

An outfit that gives protagonist, Ryuji, Ann, Makoto and Haru the tracksuits they wear in several cutscenes exists within the game but goes unused. It was likely intended to have been a DLC costume set, possibly bundled with the Casual Clothes Costume Set. The description for this outfit reads "An athletic outfit for a Metaverse rebel." The individual outfit items can be found at 02F (protagonist), 030 (Ryuji), 032 (Ann), 034 (Makoto), 035 (Haru). These Tracksuits would later become available as a DLC costume set for Persona 5 Royal and were also made available for Yusuke, Futaba and Akechi.

Every character has costume "items" for all the costume DLCs in the game, even ones they cannot normally wear. The player technically obtains these when they redeem the respective DLC costume packs, but they are hard-coded to not appear in the Equip menu.
