Cutscene Lines
The individual voice lines for the dialogue of pretty much every pre-rendered cutscene in the game are present in the soundbanks of their respect levels. Since the audio is baked into these cutscenes, the raw voice line sound files go completely unused.
It's likely that during development, these lines were simply grouped with all the other lines for each level and were packed into the soundbanks by accident. This is evidenced by the fact that Coach's lines in the Basic Braining soundbank have been put through the same filter as the rest of his lines for that level, showing that they were batch-processed with all the other lines.
Raz's Names
Raz referring to himself by different names. These were originally used in the demo shown at E3 2002 when Raz was asked his name - the player would be given the option of selecting from several joke names, presumably to demonstrate the game's dialogue system.

Camp
Late for Basic Braining
You can't read the message boards until after you've done Basic Braining. However, there is data for a board post that only exists before you can actually read it:
"If you're reading this then you're late for class! Report for Basic Braining immediately to avoid detention in the Geodesic Psychoisolation Chamber. --Coach Oleander."
Some early design documents do suggest that the player would've originally been able to explore camp from the get-go before Basic Braining, so this is likely a leftover from then.
Lili Gives Raz the Smelling Salts
It appears that Lili originally gave Raz the smelling salts instead of Maloof. The naming for these lines ties them to the cutscene of Raz talking with Lili in the forest near the Geodesic Psychoisolation Chamber. Their numbering has them between Lili saying "Nice, you should write greeting cards" and Raz saying "There was some sort of shadowy being out there ..." which suggests this cutscene likely played out differently originally.

Linda Eats Lili
This clip is positioned right after "Oh no! You DIDN'T just hit my boyfriend!" implying that Raz would've said this when Lili got eaten by Linda the lungfish. Instead, he just yells her name.

Brain Tumbler Experiment
Temporary Dogen Sound
Among the audio files for the Brain Tumbler Experiment is a file named NI_dogenbrain_temp.wav, which is a short sound bite from The Wizard of Oz of the Scarecrow singing, "if I only had a brain", most likely put in as a jokey placeholder. The file isn't referenced by anything.
Milla's Dance Party
Orphanage Tragedy
There is an... unsettling room inside Milla's Dance Party that, along with the nearby Memory Reel, reveals that the orphanage where Milla worked had burned down with the children inside. Unused are some voice lines from Milla where she seems to almost be reliving the experience.
Some (though not all) of these are referenced in the script files, but in an odd place - the Figment scripts. A "FigmentSounds" script class exists that seems to be intended to tie specific Figments to sound files that would play when they are collected, though it seems that this was only ever done with Milla's level. MINO036MI through MINO044MI were at some point tied to Figments in Milla's level, and would play when certain Figments were collected.

Milla and Sasha... romantically involved? These were likely intended for the make-out room, which Milla gives mention to, but is never seen. The last one was also tied to a figment at some point.

Cameras
Lines referencing a scrapped puzzle section. Some pre-release screenshots show Raz in Milla's level being followed around by winged cameras (with the model for said cameras existing in the PS2 version). There'd be various dancers in a couple of rooms with cameras watching them. Raz would need to squash the dancers to steal their cameras and the puzzle would be solved upon gathering enough.

A few generic "camp kid" lines. Referenced exclusively by an unused script for handling "camp kid dialogue" in Milla's level and coming in 2 variations for each line (3 for a couple). These seem like they were probably generic placeholders not tied to any specific characters.

Misc.
Some misc. conversational lines. While their original purpose is unknown a design document does state that the developers originally intended for the "old party monologue about the spinach dip" to be played in her level when re-entering it after completion, whenever the play went near a TV screen.

This exchange is wired up to be used when showing Lili's bracelet to Boyd, but it can never actually play because Boyd's special handling for playing the different dialogues when talking to him will completely stomp the default handling for showing him items. This handling is disabled after completing his level, but at that point he's deleted and replaced with a separate "Milkman" NPC regardless, so this interaction can never happen.

In the voice files for Black Velvetopia are various lines of dialogue attributed to Raz, but spoken by a completely different person instead of Richard Horvitz. They were most likely used as demo lines for scripting.
