This image is a screenshot of a(n) Windows game.
The Special Options dialog, enabled in the Win95 version of Command & Conquer through hacking. The text doesn't fit well in the intended space because this dialog's internal positioning was never updated from DOS C&C, and C&C95's fonts are larger.
The dialog was shown here through rewiring the code of the 'R' button to send a different message to the game's internal message system. Normally a message sending the command ID '2' triggers the "Resign" dialog (at address 0x1BC7E), while number '3' opens this one instead.
