The Legend of Zelda: The Wind Waker depicts the land of Hyrule after global warming has taken place. Link must sail between the few remaining masses of land to beat Ganon once again.
The Debug Menu in The Wind Waker is very similar to that of Ocarina of Time and Majora's Mask. It has a large map selection screen. It is also possible to see the end of the game and even all the cutscenes.
It can be enabled using one of the following codes, depending on which version the player has:

E3 Title Theme
This E3 title theme was found amongst all the other music tracks, or "streams" as we call them, within the ISO.
Unused Items
Enemy weapons
It was originally intended that picking up an enemy weapon switched your sword icon to one of these. This feature can be seen in early screenshots, but it's not in the final version, rendering these icons unused.
The Boko Stick icon is used by another unused item which is called longsword internally.
Water Boots
The icon of this item is Japanese text reading うぉーたぶーつ (translating to "water boots"). Trying to use the item makes Link jump as if you were switching Link's boots.
Wind Waker Stone
Internally, the Wind Waker is called baton, so this is the "Wind Waker Stone." No idea what it was supposed to do.
These three symbols were probably appear in some texts to use this stone.
Temporary icon
A dungeon map with Japanese kanji on it - "仮" (kari/ka/ke), which translates to "temporary."
Unused Textures
Sign texture
A file named "wood_piece_01.bti" contains an old version of the Wind Waker sign background texture. It is identical to the one seen in a picture from E3 2002.
Flags
These flags are all unused. They may have been intended as temporary fillers for whatever purpose.
This flag reads "旗 赤い手旗" (Flag: Red Hand-Flag).
This flag reads "旗 大売り出しの旗" (Flag: Sale Flag).
This flag reads "旗 大漁祈願の旗" (Flag: Prayer For a Big Catch Flag).
The Wind Waker also has several models unused, some are pretty amazing.
This is an older version of a platform with an eye. It is used in one of the test levels.
It is a small stone, but with unused textures.
This little bird is not used in the game, but is used in one of the test levels. [1]
This may be the model the strangest of The Wind Waker. This is a head with glasses. Delirium, programmers?
This cube is used in the test areas of the game.
As with the cube, the cylinder is used in the test areas.
It is a model of a Poe enemy unused in The Wind Waker. It appears to be missing some textures.
It is a fairly large model with trees. It would probably be used initially for a forest.
Unused Mini-Maps
There are some unused mini-maps in The Wind Waker. Some come from older game versions, others are only test maps. These mini-maps below are in a folder named "dat", used to display mini-map on screen.

It's the mini-map of an old version of the Boating Course Islands. But it seems to be the mini-map of the forest at Outset Island. (E3ROOP)

It's a test mini-map of the God Tower. It looks like it's first room. (Siren)

It's a test mini-map of the Wind Temple. There is some Japanese writing saying "工事中 (koujichuu)", which translates to "under construction." (kaze)
These mini-maps are different to the mini-maps above. Firstly, they are in a folder named "tex" which isn't in every game map/room group, like "dat" is. There are only three mini-maps with two different sizes, small like normal maps and large. They are much older, too.

Perhaps the best unused map of Wind Waker! A very old version of Outset Island, much older as the one from E3 2002. It is very different to the final version. (DmSpot0 and other)

Test Rooms/Early Maps
Wind Waker has a huge number of Test Rooms and Early Maps. Here is a list organized alphabetically by the internal "Group" name. A Group consists of a number of related rooms, e.g.: each dungeon has two groups, one containing all the rooms but the Boss room, and a second with just the Boss room.

A_nami
An invisible island with Bokoblins and a Moblin.
A_R00 (test_R00_siroroom)
This Group contains a single room A00_siroroom. However, the actual model file for the room is in an unusual plain-text format output by Maya (the modelling program). So the only way to view this would be to convert it into a normal model format or write a special parser for it. You can, however, view the collision data for the level which is normal, and this reveals it to be the area shown in the very first Wind Waker trailer, where Link attacks and sneaks past Moblins and is surrounded by glowing fairy things.
Abship
This Group contains all 7 of the normal Submarine interiors and also Room3 which is unused in the final game and has but a solitary torch inside it.
ADMumi
An early version of the Triangle Island nearest the Tower of the Gods. The island is loaded once you reach the top of the Tower, and it's actually possible to get there without cheating by using glitches, as seen in the video.

It is a cave which hides unused a Heart Container Piece in a chest appear to do by playing the "Wind Song" on a slab with the symbol of the wind. The exit leads to the entrance of Savage Labyrinth.

This Group has 3 rooms, two appear to be early versions of Wind Temple rooms and the other is unknown as it fails to load.

Contains 21 rooms, some or all of which are unused rooms from the Savage Labyrinth.

This Group contains the Wind Chamber from Ganon's Tower, and also 5 unused rooms. This is an old version of Phantom Ganon Tower with rooms. A door leads to the "Kalle Demos" of Ganon's Tower.

Contains "final boss" like waterfalls and several pieces of forsaken fortress parts. It also contains warp pots, a boss door, wall puzzles, and the sub hatch that leads to the Nintendo Gallery. Entering the warp pots does nothing nor does accessing the wall puzzles. Both simply freeze the game.

32 variations of a plain stone room, each one contains a different enemy or set of enemies. The last room is an older version of the Earth Temple.

PShip2
Unused Ghost Ship interior. When you defeat the enemies no ladder appears, you can use your Hookshot on the chest to get to it though. It contains a Triforce chart. If you look at the area behind where you start you'll see it looks like the Pirate ship, not the ghost ship.
PShip3
Same as PShip2 but everything is gloomier and the roof is slightly different.
Siren
The first two rooms are unused in the final version of the God Tower. The third room is the former boss Gohdan. The fourth is the top of the God Tower in a different style and the fourth room contains a Darknut.
SubD44
Unused mini-dungeon in which you battle various enemies.
SubD51
Another version of Bomb Island cave. As SubD44, there are caisses and blocks statues. Contains a chest of 100 Rupees.
TEST
Decoration testing area, nothing more than a basic room with ceiling, walls, and a floor. The most peculiar thing, however, is an invisible wall laid out along the front of the floor tiles adjacent to the room walls, impairing the player's ability to touch the actual walls.
TF_03
Room0 is the Bird's Peak Rock Triforce Chart Cave, the other 5 rooms are unused. Identical rooms TF_05.
TF_05
A second unused mini-dungeon.
TF_07
Contains only one room and it doesn't load. There are four Darknut defeat to reveal a chest containing a Silver Rupee.
tincle
This is the art studio located in the top of Tingle tower, it's mentioned in the description of Knuckle's statue in the Nintendo Gallery. Exiting takes you to Tingle island.
VrTest
A basic island.
Outset Island different
With the Debug Menu, it is possible to play a current version of Outset Island unique. A palm tree is added by the house of Link, two mailboxes, a few jars and several Keeses flying near the suspension bridge at the top of the island.
Might have served for a possible old cutscene.
Regional differences
The treasure chest under Grandma's House contains a Heart Piece in the Japanese version. For the American version, this Heart Piece was moved to the bottom of the Savage Labyrinth, which previously only contained some rupees - the chest under Grandma's House contains an Orange Rupee instead.
