Interestingly, this Venusaur has the Poké Ball symbol beside its name, indicating that it's a wild Pokémon the player already caught. Given how little sense it would make to have a fully evolved starter Pokémon be a wild Pokémon it's likely this Pokémon was hacked in as to give the readers a familiar face in one of the battle screens. Unsurprisingly, in the final games Venusaur cannot be found in the wild.
