The message is not present in RAM, as it gets decrypted into garbage. Masatoshi Mizunaga (despite the comma there is only one name here) is discussed below.

The message shown has been reformatted for clarity. In the ROM, it is a continuous byte stream with spaces to pad at uneven lengths and which ends with a single space to pad to an even 16 bytes. Parts of the message that are cut off at the end are cut off in the original; there seems to be no pattern, and Mizunaga may have used an automated tool to insert the message. There does not seem to be consistent line length between each part.

The Japanese translates to:

Masatoshi Mizunaga was a programmer at Sega of Japan who worked on all the games the company produced internally, which it seemed to have started doing in 1982; it appears he grew weary by this point, especially since he was the only one who worked on every game, typically doing either programming or copy protection...or for some games, both.
