SurfTest.bnk contains a text-to-speech voice reading off materials used inside of Bully. Most likely used for surface testing, judging by the filename.

Boulder.bnk was meant for the mission, Lola's Race. The boulder model goes unused, along with this.
300px 300px 300px 300px 300px Dice.bnk has five sound effects relating to a dice being picked up, shaken and rolled. This was probably related to the scrapped Grottos & Gremlins minigame that was mentioned in an interview.
Tennis.bnk has four sound effects relating to what could be related to a scrapped Tennis minigame, that likely took place in the Old Bullworth Vale neighborhood.
The idea would later be retooled for Grand Theft Auto V.
Unused sound effects for a gramophone being hit or broken. It may have been connected to the scrapped music feature, as gramophones play vinyl records.
Snore.bnk was meant for the mission, The Tenements. It was supposed to be used when Lucky was sleeping before he gets waken up.
300px An earlier sound used likely used for the pause menu. It suggests that it was used when the menu had an earlier design from the portfolio screenshots.

An unused sound of the scissor being used, likely intended as an earlier version of the hairstyle select sound?
An alternative version of the sound effect when a photo is taken with the camera. It is also used in Grand Theft Auto: San Andreas, Liberty City Stories and Vice City Stories.
Unused Ambience Sounds
There are some unused ambience sounds.
While this sound clip is technically used, only four seconds of it go heard in-game. It is heard at 2AM near The Golden Horseshoe in New Coventry, but since Jimmy falls asleep at that time, a good twenty-five seconds of that sound clip go unused.
BoysDormRoom04 is, according to the voices that can be heard, a distorted cutscene mix of the final scene from Welcome to Bullworth. Jimmy's voice sounds different and Pete references the cut second floor of the Boys' Dorm.
As confirmed in an interview with Gerry Rosenthal, Jimmy originally had a different actor that did all the motion-capturing movements.

I'm feeling self-important now that I finally hit puberty.
There are three "Fight" tracks, which use a mix of lines that may or may not be from Bullworth Students. Some say it was meant to be used at The Hole, where Jimmy could bet students on fighting while others say it was meant to be used near New Coventry. They were all likely scrapped due to strong language, which isn't present in the final version.

This track is basically the same as SmallFight, but with more voices.

This track is different from the two other variations, although several voices can be heard.

A sound file meant to play in the Freakshow.
A rather eerie audio file, as what seems to be old radio being tuned and a cat meowing in the background. Midway through the file, a vacuum cleaner can be heard. Judging from the name, it was likely supposed to be used in New Coventry. Poor_Emitter_02 and 03 are entirely silent, Poor_Emitter_04 and 05 are used.
However, this audio file is briefly used in Grand Theft Auto: Chinatown Wars, when the radio gets tuned.
An ambient file meant to be used while near the scrapped Saw Mill. One of the construction workers at Blue Skies Industrial Park mentions a papermill which isn't even to be found either.
