Upgrade annoucements
For some reason, ZH addon developers decided to leave all voice lines from EVAs about new upgrades unused. There are also some quotes for upgrades that already existed in the original game and were left unused as well.
USA

GLA
Reinforced Buildings upgrade was supposed to be Elite Guard upgrade and would place four RPG Troops on the buildings instead of decreasing vulnerability multipliers.

Internation Opinion
One of the China campaign missions involves the international opinion feature, which serves as some kind of timer, decreasing over time, and the player has to replenish this value by destroying GLA statues. This feature is not used anywhere else. However, an identical and complete set of USA and even GLA EVAs exists.

USA
One of our heroes has been discovered.
This voice line is unique for USA; neither China nor GLA have identical soundfiles. All factions use separate voice lines for all three faction heroes: Colonel Burton, Black Lotus, and Jarmen Kell. So this may be a leftover from a simpler announcement system when EVA just told you about discovering your heroes unit without mentioning their exact name, or it could be meant for when you have multiple heroes.

These unused announcements are voiced by the same voice actors who voiced units, which usually corresponded to this upgrade.

Bunker Buster
Two unused sound files for this Stealth Fighter upgrade exist, and just like the used one, they are voiced by Aurora Bomber, the initial owner of this upgrade.

Elite Training
These soundfiles are clearly connected with Elite Training General's Power for Infantry General (Fai), but are internally named just as they would be upgrades. Most likely, they were used in the early stages of development, when Red Guards, that trained in groups of three, were still as Fai's possession, and Elite Training was an upgrade for the Red Guard Training General's Power, but later was repurposed for the Minigunner unit.

Demo Grenades
Voiced by the RPG Trooper. Most probably was supposed to be used manually, as here are 3 quotes for ability selection and 3 after target selection. It might be Demolition General-exclusive due to his relation with explosives, but it might not be—there are also toxic grenades, and the base game already provided the choice between explosives and toxins for a single unit (SCUD Launcher, Bomb Truck).

Either the developers initially wanted to remake it as an upgrade but rejected this idea, or they recorded these sounds just to play them when this ability was purchased (there are unused scripts in WorldBuilder that allow this). Voiced by the Rebel.

Voicelines for a vehicle-repairing version of Ambulance for Superweapon General. Supposedly, it wouldn't heal troops anymore, giving this function to Support Stealth. The unit with associated soundfiles was cut, but the concept survived; the 1.01 patch of ZH add-on made all ambulances able to repair vehicles.

Super Lotus
Unique selection sounds for Infantry General Super Lotus hero. One of these quotes says "I'm quick", which could be a hint to the initial Super Lotus advantages. The final game gives her only a veteran promotion (which doesn't include speed increases) and increased range for Vehicle Hack ability.

Nuclear Hacker
The developers had plans for another variant of the Hacker for Nuke General. Apparently, he would just deploy his nuclear suitcase to blow it up. One of the reasons why this idea was scrapped might be the inability to combine this and the obligatory Internet Hack ability (which would be hardly performed on a nuclear suitcase) as an inexhaustible Chinese funds source.

Quotes for the cut Demolition General Battle Bus variant that would be able to drop Demo Traps. Note that Demolition General uses Advanced Demo Traps instead of their usual version, but it is not mentioned in these quotes.

A sound set that presumably is related to the cut radio station tech building. Consists of gibberish radio transmissions that can't be transcribed. Two of them seem to be identical but still have different file sizes.

- ↑ Despite having the file name suffix "verl" that points to a "very low" quote, EVA says "critically low". This doesn't happen with China and GLA quotes.
- ↑ This quote is the most strange of everything unused. A member of GLA merely says "destroy GLA statues for good", and while the other quotes, with the fact that GLA suddenly cares about international opinion, could be justified with a stretch in campaigns (for example, to show UN pressure on GLA, which could depend on international opinion, or to present GLA had grown into full-fledged country), this one can't be explained at all.
