Entry in Actor Table
While the files for the following actors are not present in the final game, they still have a slot reserved for them in the game's actor table.
Lists containing the names for these actors are located within the .o files of the iQue leaks. Addition and removal dates, and occasionally descriptions for these files, can be partially gleaned by examining the commit logs of the leaked files.
While Majora's Mask was built, in part, on the assets from Ocarina of Time, not all of the actors from the previous game were brought over to the new project. As such, while it may be tempting to think of some of the following entries as mere "leftovers", it seems that they were genuinely considered for possible inclusion in MM at one point.

00C0 | En_Jsjutan | [OoT] Carpet Merchant's Magic Carpet | While En_Js, the actor for the Carpet Merchant in Ocarina of Time, retained its filename, it was repurposed as the actor for the Moon Children. What use is a flying carpet without a carpet merchant to fly it?
00C1 | En_Cs | [OoT] Graveyard Boy | 2000-01-29 | The design of the Graveyard Boy from Ocarina of Time became the basis for the Bombers in Majora's Mask, for whom new actors were made.

00DB | Bg_Spot00_Break | [OoT] Hyrule Field Objects (Adult) | The commit logs suggest that almost all of the area-specific actors and objects from Ocarina of Time were removed prior to the start of Majora's development, so it's interesting that the broken drawbridge and fence from the adult version of Hyrule Field temporarily made the cut.
00DC | En_Shopnuts | [OoT] Business Scrub (Attacking) | 2000-02-15
00DD | En_It | [OoT] Collectable Grave-Digging Game Items

0104 | Obj_Hampost | ||||

0126 | En_Yh | An NPC, judging by the list of model parts found in find_Gfx.tag.
0127 | En_Mt | Because the used actor that comes directly after it is called En_Mt_tag and seems to mean "Mountain Tag", it's a good bet that this actor's name means "Mountain".
0131 | En_Stay | 1999-03-08 | Referred to in the commit logs as "いるだけさん", which means "Mr. Just Present", like something that only exists to exist.
0133 | En_Of1_01 | Goron 1 | 1999-03-09 | In Ocarina of Time, there are two Goron objects whose filenames contain "oF1".
0134 | En_Gskb | Giant Stalchild | 1999-03-09 | In the final game, En_Bsb is the actor for Captain Keeta. Referred to in the commit logs as "Giant Skull", but En_Skb (Skeleton Baby) is also the actor name for the Stalchildren.
0136 | En_Of1_02 | Goron 2 | |||
0137 | En_Of1_03 | Goron 3 | |||
0139 | En_Of1_05 | Goron 5 | |||

018A | En_Sd | Castle Soldier | 1999-07-06 | 2000-01-29
019D | En_Goron_game_check | 1999-07-16

01BF | En_Ton2 | Bomber (Cutscenes) | 1999-10-01
01C6 | En_Ton_bal | Bomber Balloon | 1999-10-05 | Strings inside En_Bombal, the Majora balloon which belongs to the Bombers, indicate that it originally used this filename.
01CB | En_Ton3 | Blocking Bomber | 1999-10-08

No Entry in Actor Table
The following actors have no entry reserved for them in the actor table. The numbered slot they once used may have been overwritten by something else in the final game.
- En_Fu_Rat: Related to Honey and Darling's minigame(s), which were originally run by En_Fu, the Windmill Man from Ocarina of Time who was repurposed as Guru-Guru for Majora's Mask. Removed on 1999-10-18.
