Almost every single one of the 100+ missions in San Andreas have some sort of unused content left over, be it audio, subtitles, objectives or entire missions.

Note:Used text may be used for additional context, in which case it will be in italics.
All text taken from the american.gxt file from the original PS2 release, the audio is ripped from the Windows version.

Cut Missions

Impounded

The most complete of the cut missions, including the audio for the pre-mission phone call and the opening cutscene along with objectives and failure states. Meant to be unlocked after High Stakes, Low Rider. Would have introduced the player to the impound garages.

Doberman

Different from the mission of the same name included in the final game. Would have taken place between Burning Desire and Gray Imports. Audio for the opening cutscene exists, along with some dialogue for two police officers and an unknown third character (presumably the Poncho mentioned in the cutscene), who became "Little Weasel" in the final Doberman. No objectives are left in the final game, but how the mission might have played out can be found within the unused files of The Definitive Edition.

Tanked Up

Additional mission for Zero between Supply Lines... and New Model Army. Subtitles exist for conversations between CJ and Zero, along with some audio for two unknown characters. No objectives exist to hint at how the mission would have worked.

Additional mission for the Wang Cars asset between Test Drive and Customs Fast Track. Nothing but the name remains.

Included in the list of mission names between N.O.E. (DSERT6) and Black Project (DSERT8). The text bank between these two missions, DSERT7, contains the following text. Nothing else is known.

The Truth is Out There

An additional mission after Green Goo, presumably for The Truth. Area 69 being referenced by its real life counterpart and the lack of any color tags in the objectives hints at an early cut. Nothing else remains, and nothing seems to suggest that the unused FBI Truck would have been used here.

All-Terrain Take Down

An additional mission between Los Desperados and End of the Line. Instead replaced by having to take over 35% of all gang territories in Los Santos to unlock the final mission. Notably seems to include Big Bear, who originally had a larger role in the story at some point.

Boat School

For some reason, all the schools except the Boat School have introduction dialogue. However the voice files can be found sitting unused.

An alternate version of the objective. It is also worth pointing out that the vans are referred to as Topfun vans in the PS2 version, the PC version calls them delivery vans instead.

Some leftover text for an unnamed, cut crane mission.

These missions unlock after King in Exile and are available until Yay Ka-Boom Boom. They are triggered by a call from Cesar every Monday & Friday and Wednesday & Saturday in-game respectively. The names for these missions are never seen, but are included in the list of missions in american.gxt.
