Grand Theft Auto 2 is the sequel to the first game. Taking place in three districts of one city instead of three and adding new features. It's also the only game in the Grand Theft Auto series to not use a roman numeral to represent what game in the series it is.

A "Debug" tab can be added to the GTA2Manager setup executable by editing the Registry, by going to HKEY_LOCAL_MACHINE\SOFTWARE\DMA Design Ltd\GTA2\Debug and adding a string bob_debug_display with a value of 1. From here, you can enable a lot of debug features, cheats and other such things.
The following keys are enabled when "Do Debug Keys" is ticked:

Objects to be put on a map, some similar to the original Grand Theft Auto. Many are found within the game's files and are fully functional, but for some reason are not included anywhere in the game.
Bench, may be hit by a car.
Ghetto blaster, makes a constant sound.
Blood, taken from GTA1.
Boxes, similar to the ones from GTA1. Destroyed when the player walks or drives over them.
Crate, like the boxes, destroyed when the player walks or drives over them.
Football / soccer ball, can be kicked around by both the player and AI-controlled pedestrians and cars.
A fire hydrant. Cannot be destroyed.
A newstand, movable.
A movable oil barrel.
As the name implies. Can be destroyed.
A tyre, movable.
Unused sprites indicate that Claude was meant to blow enemies into pieces, something which was only implemented as of GTA III.
A half-working weapon known as the "electro baton" can be found in the game. How it works is: first, a bullet is shot. If it hits a pedestrian, an electric current is created between the weapon and the target but the targeted person never dies. When used against human players, the electro baton causes them to slow down and continue walking even when the player stops holding any buttons. Using it against cars has no effect (i.e. only bullets are shot, without electricity). The electro baton makes no sound, unlike the constant buzzing noise of Electrogun. The electro baton has an unused pickup weapon sprite. Concept art shows a SWAT cop holding one, thus making it possible it would have been used when the cop dropped it.
Instant Vehicle Bomb
Similar to the regular Vehicle Bomb, except it explodes immediately after triggering, leaving no time to escape from the car. Perhaps meant for a suicide mission of some sort.
This unused vehicle that can be attached to a Truck Cab, similar to Transporters and Containers.
Cop's Dialogue Face
A policeman's face possibly would have been used for dialogue. In-game, dialogue parts spoken by cops are rare and use the generic "neutral character" face. Also, it would probably be used if Claude was busted due to GTA 1 also having a police face if you get busted and got told what crimes you committed.
Claude Speed's Face
Claude's head is seen in many screenshots and one gameplay footage in the hud where the health is at. its appearance is having a bald head and blue eyes contrasting from Claude's sprite and the short film portrayal of Claude.
Skull And Crossbones
The game contains a sprite file for a skull and crossbones which would have been for when Claude starts a kill frenzy mission again, GTA 1 has a skull and crossbones when you start a kill frenzy mission.
Light green versions of the Cop Car and SWAT Van, as opposed to the light blue ones always found in the final version.
The following can be found in the ".gxt" text files.
Various Already Failed And Already completed
their unused lines for all the main gangs, the game disables phones that have already completed that job. What's interesting is that it seems they would have planned to use the same GTA 1's mission failure state where failing makes the mission no longer available making them crueler thankfully, the final game just has you lose respect when you fail a job.
Yakuza's Johnny Zoo's lines.
Fool! You have already finished this Yakuza job! Idiot! You already messed up this Yakuza job!
Looney's Elmo's lines
You already did this job, fruitcake! Hey, screwball, you screwed up this Loony job already!
Zaibatsu's Trey Welsh, Red Valdez, and Uno Carb's lines

Redneck's Billy Bob Bean's lines
Shit-head! You already done this job! Shit-head! You already screwed up this job!
SRS Scientist's Dr. LaBrat's Lines

Hare Krishna's Sunbeam's Lines
This job was most peacefully completed. Be calm - you have made a mess of this job already.
Russian Mafia's Jerkov lines
This contract has already been fulfilled! You have already attempted this contract and messed it up!
In line theirs a text literally called ARSE BISCUITS! Its use is unknown if it's another Report dead briefs message or just a joke by rockstar games.
m33 Romanova m35 Azimuth m36 Barking m41 Kyabetsu
bnk_job BANK JOBS bus_hi BUSES HIJACKED trn_hi TRAINS HIJACKED
These would be probably displayed among other statistics shown when the player quits. Hijacking trains is not even possible in the game, though it was in Grand Theft Auto.

Plays near the blaster when you get near to one, which constantly says the word "Bastards" from the in-game song "Taxi drivers must die!" By Bula Matari.
Codenames for Cars
Within the game's files, cars are referred by codenames which usually reflect the real-life models they were based on.
