Programming for a debug menu is located at SNES address $019336-019373, but no jump to this code was found. Instead, use Pro Action Replay codes 00872936 + 00872A93 + 00872B01 or Game Genie codes 7164-A40F + B764-A46F + DF64-A4AF to access it on bootup.

For some reason, the programmers intentionally placed a BRA 80 FE command (infinite loop) as soon as the debug menu is displayed, but before controller input becomes available. Use Pro Action Replay codes 019CF5EA + 019CF6EA or Game Genie codes 3CBE-DF05 + 3CBE-DF65 to bypass this. The menu will now be functional, although for some unknown reason the GUI isn't displayed correctly.

Unknown controller check

After the NAXAT SOFT logo, the programming at SNES address $008881-00888E determines if L + R shoulder buttons are being held on controller 1. However, the branch command has a distance of zero. The programming executed when those buttons are held was removed. Maybe this was once the access method for the debug menu...?
