Applying the below code will enable debug mode which grants access to a debug menu when playing in a game mode.

With the code on, press L3 to enable a debug menu when either fully on a course, or when you're in the top-down view of the course. The first small debug menu seems to have no effect. The main debug menu allows you to toggle various settings, change characters, and play sounds and animations.
