Buddy Characters
Earlier designs for the second player. The other Buddy disguises do end up in the final game are the second player Chase designs.

A terrifying clown that's the last character in the CHARS folder. It seems like the worst case was him being in the game.

An older version of Mayor Gleeson with bling. Playable if they replace an existing character.
CIVILIAN_NATALIAKOWALSKI_HAIRDOWN
An alternate Natalia with her hair down. They have an associated broken icon in the files.
COP_MARIONDUNBY_NOHAT
Dunby without his hat, with a 2D face texture.
NPC_HARBOURCOP01 and 02
Harbor Cop 1 is used as a pedestrian in the city, but he has an icon that goes unused, which could mean he was originally playable.
However Harbor Cop 2 is a completely unused character, that also has an unused icon.
COPUNDERCOVER
A slightly earlier version of Chase with his hairpiece from 2011. Playable if they replace an existing character.
CIVILIAN_CHASEMCCAIN_UNDERWEAR
A version of Chase in his underwear, for unknown purposes. Playable if they replace an existing character.
3DS Characters
Characters that were exclusive from The Chase Begins are leftover in the files. Most these can only run and jump, they cannot fight. They can swim, but no swimming animation.
CIVILIAN_JOURNALISTNATALIA
Appears in the 3DS game and in the pre-rendered intro cutscene. They're playable if they replace an existing character.
Chief Gleeson
There are 2 versions of Police Chief Gleeson, one with lighter hair and no wrinkles (Used in 3DS cutscenes.) and one with darker hair and wrinkles. (Used as 3DS character.)

A masked version of Rex which is used in the 3DS cutscenes. he is a copy of Rex Fury with his animations and even can use strength handles.
