A horse racing game. It was the first title of the Leading Jockey series to be released on the original PlayStation.
Sega CD File
"CDSYS.BIN" is a boot file for a US Sega CD "sample app". The file can "boot" through a Sega CD, though nothing actually loads due to the lack of associated files.
The ROM header contains the following:

The file also appears in Kyuiin and Universal-ki Kanzen Kaiseki: Pachislot Simulator.
