The Debug Menu isn't normally accessible without mods, but when accessed, it lets you see what's going on behind the scenes while you play the game, such as when Animation and model files are loaded, when Cloakers spawn etc. An unintended side effect of this is that Bain, Bile, Locke, and even NPCs, all have unused or early versions of script lines that the characters are either meant to say (but don't), or they do say (but is edited slightly to fit with the character, or misses details intended for script-writers), which all goes unseen as the text is only intended for the developers at Overkill to see. The following quotes are split up by Heist, for the sakes of continuity within screenshots.
Slaughterhouse
Bain doesn't even say this in normal gameplay (though it's likely because of the existence of the "But How?" achievement, relating to the van). Bain does say similar things in Payday: The Heist though, even giving Dallas the honor to assemble the Tackle.
It was likely that this is a leftover of the level in development, as the drill is absent from this heist, and isn't used to open any of the containers, the same as Meltdown, Shadow Raid and other related heists. It was also very likely that Overkill realised that the enemy SWAT teams could overpower the gang quite easily in a claustrophobic area, like a shipping yard, if left for too long to fend for themselves, which would also explain the drill's absence from the level.

It was likely that Jimmy was meant to give advice to the heisters via Codec, much like Hoxton does in Hoxton Breakout. It was changed to Bain giving out instructions to the gang instead, as Jimmy is a playable character in-game, and even contracts the heist himself to the crew on the main menu. This is in contrast to Hoxton Breakout, where Hoxton speaks to the gang via codec (and general shouting) while he's hacking the FBI servers, despite Hoxton being a playable character, making for an odd situation where two Hoxtons (Breakout Hoxton and Hoxton-Reborn) are in the same heist. That particular heist however, is contracted by The Dentist, not by Bain nor Hoxton.
