There's plenty of unused text dialogue from NPCs and unused events lying around. Some of them even got recorded, but not all unused voice clips are written out in the event data.
An alternate version of Chie's Rank 3 Social Link event (specifically, the version that plays when Nanako is unavailable during the lategame) is found in this file. The only difference is an extended beginning (shown here) and an abrupt end to the file; other than the script, the file seems to be unfinished. It's also missing the "Fog has enveloped the area" messages a lot of outdoor SL event files have (for the end game). It is strange to note that the filename would indicate this as an alternate version of Rank 4 rather than Rank 3.

Originally, during the two instances where you can go grocery shopping at Junes with Nanako and Dojima, a random Social Link character would show up. In the final game, it's just you and the Dojimas, and the scenes are fairly uninteresting. Of note is that each character has one for when they are in summer or winter clothing, even Naoto. However, Naoto is not available as a Social Link until after everyone has gone back to winter oufits. This implies she was to join earlier, or at least her Social Link started sooner.

Dungeon Entrance Party Management
In the Desolate Bedroom, the entrance to Magatsu Inaba, like all the other dungeon entrances, your party members have lines when you talk to them for various points of the game. However, in this case, there are only two points at which you can talk to your party members: when Magatsu Inaba is the current dungeon, and during the True Ending when it's time to fight Izanami. Like the other dungeons, this one has dialogue for initiating conversation with party members while no one is missing and there is no current dungeon deadline. However, in this case this point can never happen: after clearing Magatsu Inaba the game skips straight to December 23 and the next time you can enter the TV World is on the path to the True Ending in March. As such, the following lines go unused in the PlayStation 2 version of the game. In Golden, where January and early February are playable timeframes and the player can enter the TV between these two events, this text is used as normal.

In the final game, of your party members, only Naoto's social link can be reversed, and none can be broken. However, many of the characters have dungeon conversation dialogue text that imply that the girlfriend mechanics from Persona 3 were in Persona 4 at one point.

A lot of dungeon conversations involving Teddie say "not used" because conversations are Social Link level dependent, and Teddie doesn't actually join until Rank 2. Conversations with Teddie and Naoto are even fewer, since Naoto doesn't join until halfway through, and Teddie's Social Link is plot dependent. The conversations start at rank 5, which is the rank the Star Social Link is at when Naoto joins the team. However, Teddie ranks up to 6 the very next day after Naoto joins the party, and you don't get a chance to go dungeon exploring in between. As a result, this conversation can never be seenː

Social Link Non-Event Interactions
Teddie and the Fox both have dialogue for Social Link interactions that don't result in a rank-up. However, Teddie's Social Link is completely plot driven and you can only interact with the Fox on a level up, after you complete a quest.

Unused Social Link Text
Inside the event files, alongside the folders and files for the Social Link events, there is a group of dummy event files internally labeled with "Gasoline Stand employee social link rank [X] dummy". However, the first one appears to be overwritten with Margaret's Social Link initiation. There is also two strings inside the file for the social link status screen that read "Gasoline Stand Worker" and "Social Link explanation message. Gasoline Stand Dummy." There is indeed a gasoline station and a gasoline attendant character who offers the Protagonist a job at the beginning of the game, but no part-time job is available there. This was perhaps a placeholder used during development, considering the gasoline attendant's role in the story.
The Judgement Social Link, like the other social links, has a description on the Social Link status screen that changes at each step. However, this Social Link progresses quickly and sometimes the rank increases twice in one day with no opportunity to view the menu in between. As such, the descriptions for Rank 2, 4, 7, and 9 go unused, and they are, in order:

into the TV world.

Note that a similar situation occurs partway through The Fool rank...or at least, it would if the description for the Fool Social Link ever changed.

Rise Battle Text
Rise Kujikawa doesn't actually join the party member as a fighter, but within the code for requests for All-Out Attacks and Follow-Up Attacks, Rise has messages as well. However, they aren't actual lines, but instead developer messages informing testers that these should be impossible to see.

Unused Dreams
Apparently, at one point, dreams were meant to randomly boost Persona's stats instead of boosting Social Link status.

Shuffle Time Arcana Failures
Some of the Arcana card effects during Shuffle Time can fail, such as the Magician not being able to change skills. However, there are such messages for all the Major Arcana cards, even the ones that can't fail. The ones that can't fail have these developer lines, some of which are quite humorous:

Social Link Descriptions
In the final game, only two Social Links can be Reversed (Naoto's and Ai's) and only one can be Broken (Ai's). However, there are strings for the Social Link status screen for every S-Link in a Reversed and Broken state. Some imply that the girlfriend mechanics from Persona 3 had not been removed until later in game development, while others are messages stating that those messages shouldn't be seen.
