The speaker of this Japanese text has a strong Osaka accent, characteristic of Bill. In the Japanese ROM, the messages are located near text used when the player transfers Pokémon to Bill's PC. Game Freak & Creatures
While these may appear to just be strings used for credits to each of the companies for their part in the production of the games, they're actually remnants of a debugging mode left in Pokémon Red and Blue, specifically, Blue 's Japanese release. These were used when the introductory sequence was skipped over. The game then assigned these two as names for the player and rival, respectively, as the ability to assign them was also skipped.

Struggle Move Description

Sweet Honey
There is no item called Sweet Honey in Gold & Silver. However, judging by this unused text, it would have functioned similarly to the Honey item (also called Sweet Honey in Japanese) that was later implemented in Diamond & Pearl.
In the Japanese ROM, these messages are located near other Goldenrod City NPC text. In the final game, the Gatehouse connecting Goldenrod City to Ilex Forest features a woman standing behind a counter with a Butterfree beside her. This woman gives the player TM12, which contains a move called Sweet Scent that can be used in the field to attract wild Pokémon, triggering an encounter. In Japanese, her manner of speaking is identical to the tone of the unused lines, making it likely that the text below was intended for her.
It's possible that her little brother was intended to be the boy in Ilex Forest who gives the player TM02, which contains a move called Headbutt that can be used in the field to knock wild Pokémon out of trees, triggering an encounter.

Silph Scope 2
In the Japanese ROM, this message appears in the middle of the dialogue for the participants in the Bug Catching Contest. While the other participants' dialogue is preceded by their names, no name is attached to these lines, suggesting that they may have belonged to one of the clerks. Based on its description, the Silph Scope 2 was undoubtedly used to awaken Sudowoodo, instead of the Squirt Bottle obtained in the final game.
In the first generation games, the Silph Scope is used to reveal the identity of the ghost haunting Lavender Town's Pokémon Tower. Likewise, the Devon Scope of Ruby & Sapphire is also used to reveal hidden Pokémon.

Location Names
The location marked "N/A" in English is called "Haunted House" in Japanese. In the list of location names, it appears at the end of the Johto place names, just before the Kanto names start.
It may be worth stressing that an actual haunted building known as the Old Chateau was introduced in Pokémon Diamond and Pearl so it is possible that this idea was carried forward to Generation IV, although the Old Chateau is rather known as the Forest Manor (もりのようかん) in Japanese.
"SPECIAL" is used by location ID 0x00, which is a placeholder for the player's last location. While it doesn't appear in-game, the data is referenced by PokéCenters.

Quagsire
In the Japanese ROM, this message is located in the midst of the text for Azalea Town. In Japanese, the Pokémon's name is "Water Fish". Both Wooper and Quagsire are described as Water Fish Pokémon in the Pokédex. However, the only Pokémon found in Azalea Town are Slowpokes. Ecruteak City NPC
In the Japanese ROM, these messages are located at the beginning of the Ecruteak City text. Their existence suggests a scrapped sub-quest related to the Burned Tower. This sub-quest may have been repurposed for the sub-quest on the SS Aqua in which the player must locate another missing person.
The Japanese text contains a typo: "いったあったのに" should be "いったのに".

A leftover script in New Bark Town. While it claims to be activating a debug mode, unfortunately all that seems to be left is the text, which displays the real-time (RT) read from the clock and the time difference (DF) set by the player as well as whether daylight saving time is on or off. There is also text nearby from a function that would calculate the clock reset password for you.
This feature was added for the localizations of Gold and Silver, probably to check whether daylight saving time was working correctly. The Japanese and Korean versions do not have this leftover, as daylight saving time is not used in Japan and South Korea.
