Grant Collier, the Studio Head of Infinity Ward at the time, shared in an interview with Kikizo that Infinity originally wanted to have Call of Duty set during modern times but ultimately decided on a World War II setting based on a suggestion by Activision (itself due to the great success of Medal of Honor: Allied Assault, which the team had worked on prior to leaving and forming Infinity).

Following the game's release, Infinity was still interested in making an entry set in the modern day, but ultimately did a more direct sequel at the behest of Activision and Microsoft.
