Unused Characters

Hacking the game reveals a bunch of unused characters. These characters have names such as Taiyo-M, Gorin-F, Paci-M, Jus-F, Gedo, Seijun, and so on. Design-wise, they are exactly what would be a product of the 'create-a-character' board game (Nekketsu Nikki mode) from the Japanese Dreamcast version of the game. Moves-wise, they share a lot of the other character's special moves.

These 'pre-made' were probably made as a way to test the custom characters in the Arcade version, as it is designed to be able to be used with an VMU with custom characters present; and as said function relies on reading custom character data created from the Dreamcast version, it is possible that these were made from the Dreamcast version or something similar in order to test that the custom characters worked fine. A similar but not exact case could be said with the international releases for Dreamcast, which had pre-made characters instead of allowing you to create your own (and what's more, the international arcade versions disable VMU, which is possibly another reason why it was axed for the Dreamcast international releases).

While it is possible that these characters are in other versions of the game, they probably are only relevant with the Japanese arcade version.
