This page details one or more prototype versions of Phantasy Star II.
This prototype is documented on Hidden Palace.
A localization prototype dated July 28, 1989 (about four months after the Japanese release and eight months before the North American release) was released on May 1, 2016.
Both this prototype and the first English revision have "1989 JUN" as the date in the header. They probably forgot to update the date until the second English revision, where it was corrected to "1990 JAN".

All enemy names in the prototype are close approximations of the Japanese names, though some of them have been mistranslated. The 8-character limit makes a lot of these names incomprehensible, which is probably why they were changed.
It seems whoever wrote the new names was confused too, which is how "LVNG.BLD" became "LUNG" and "HVY.SOLD" became "HVYSOLID".
