Cutscene subtitles

I have noticed that the subtitles of the cutscene in which Spike unlocks the Water Net are identical to what is spoken in the PAL English localisation. Could this mean that, either the PAL English release came first, or the PAL release uses an earlier version of the game's script? Tomrow (talk) 20:57, 16 March 2020 (UTC)

Looking through GameFAQs, the release date for US version is about a month before the PAL English one. --PSXDRIVERPLAYER OUT. (talk) 00:25, 18 March 2020 (UTC)
