The programming located at SNES address $80803B-808055 used to reach the sound test is always branched over. Use Pro Action Replay (PAR) code 80803A00 or Game Genie code DD67-446D to change this behavior. Then, hold X button during bootup to open the sound test screen.

Byte 808000 - debug?
SNES address 808000 appears to be a bit field of debug flags checked during gameplay. It's set to $00 to turn all the functions off. Use Pro Action Replay (PAR) code 808000xx where xx is a non-zero value to experiment.
