I think finding out where those string tables are referenced will definitely help in finding out more. Perhaps a silly question, but are there any DC emulators that either have debugging capabilities, or can be modified *RELATIVELY* easily to have such capabilities? Wonder if this'd also explain why the SEQ2ND.BIN file (stepdata?) appears to have indexes for 52 entries?
