I don't think the unimplemented multiplayer mode has actually ever existed

To me, these "server console commands" just look like IRC commands. Everything else looks like standard IRC stuff as well. Also, the "Go to SimCity.com" button that you can see in the game? Internally in the Linux port it's actually referred to as a button for opening IRC. Yeah sure, I guess multiplayer would've gone great with an IRC client built into the game, but I think it's a stretch to say that the existence of an unimplemented IRC client proves the existence of an unimplemented multiplayer mode. Agreed, everything here is the sort of text you'd expect to find in an IRC client. The other strings in this part of the executable are associated with the SimCity Exchange service they ran on the website at the time the game came out, which is described amply in the manual preserved on Simtropolis.
