In April 2020, a leaked copy of the source code of Pokémon Gold and Silver was released on the internet. The source code was found to contain a sea of pre-release material detailing the development of Generation II.
Among these many files was the map data for Cherrygrove City.
This version has some very interesting use of the pagoda tiles not seen in the final unused map, and lacks the gate between Route 29. It also contains a Gym. It's possible that it was the last Gym, akin to how Viridian City was the second city but had the final Gym.
