This is a sub-page of The Elder Scrolls III: Morrowind/Bloodmoon.

Several NPCs didn't make the cut in the final version of Bloodmoon.

Cingor

It seems like Uncle Sweetshare underwent some changes during development before they decided to make him a Nord. Alternatively it is also possible that this was meant to be another one of Uncle Sweetshare/Grandfather Frost's victims. Cingor is a Level 5 male Wood Elf Alchemist. He carries one portion of Moon Sugar, a Common Robe, and the unused Grandfather Frost Poem scroll.

Grandfather Frost

He is a Level 25 male Breton Alchemist. He's an early version of Uncle Sweetshare and carries a Greater Mortar alchemy apparatus, the unused Grandfather Frost Poem scroll, 5 portions of Moon Sugar, a White Colovian Fur Helmet, a common robe, and a Wooden staff.

Hallvaror

A male level 20 Nord Shipmaster. It seems that at one point more shipmasters were planned for Solstheim. In the final iteration there are only two (one of which only appears if the Raven Rock Colony has progressed a certain amount.) Hallvaror has no items or clothing in his inventory.

Kili the Long

A female level 44 Nord Nightblade. She has no items in her inventory at all.

Valgus Statlilius

A male level 20 Imperial Guard. He is associated with the Imperial Legion and has the rank of Trooper. More than likely he was intended to be one of the named guards at Fort Frostmoth. He has no items or clothing in his inventory.

Wind-In-His-Hair

A male level 20 Argonian Shipmaster. He has no items or clothing in his inventory.

Ice Witch

A generic Female Nord NPC. May have connections to the Fryse Hags as she has an inventory very similar to them complete with leveled items and armor. Was probably meant to be included in the same leveled lists even. It may be possible she was meant to be a higher ranking Fryse Hag. Alternatively, she is possibly a prototype version of the Fryse Hag. She is level 30 and her spawn ID is bm_ice_witch_nord.

Wind Witch

A similar case to the Ice Witch previously mentioned. Like the Ice Witch her inventory is almost identical to the Fryse Hags'. She's actually level 50, 10 levels stronger than the strongest Fryse Hag. Seems to have some relation to the used Fryse Hags (such as being a higher ranking one) or was a prototype version of them. Her ID is bm_wind_witch_nord.

Snow Bear armor test guy

A character designed to test out the Snow Bear Armor. Because he is a test character, his level is 1 and he's a Nord Acrobat. His ID is BM_snowarmortest. The last few words in his name are lowercase in-game.

Snow Wolf armor test guy

Literally the same as above, except with Snow Wolf armor. His ID is BM_snowarmortest_2.
