Morrowind contains quite a few unused sounds.

Standard Voice-Overs

The following are voice-overs for every race in the game which go unused.

Multiple

Many greetings for characters of specific trades (such as alchemist or clothier) exist in the files, but have no assigned greetings.

Unused Creature Voice-Overs

A number of creatures were supposed to talk but their voice-overs didn't make the cut. They were however left in the game's files and it's possible to restore them in the PC version via modding.

Yagrum Bagarn

Yagrum Bagarn, the last living Dwarf, has three voice-overs meant for him, but he never uses these as creatures aren't generally able to generate voice-overs. One of these is him asking the player why they are visiting him, presumably used for a greeting. He also has a death cry that doesn't get used. In it, he screams "NOOOOOOO!". Finally, there is dialogue of him talking about some kind of equation. This was probably something he would have said while idle.

Dagoth Ur

This voice-over can be found in the Data Files/sound/vo/misc directory. It refers to the fake Sunder.

Dagoth Ur is supposed to mock the player in his second iteration each time he's hit while the heart is still alive. Due to a dialog filtering issue though, he only says certain lines. Here's a list of everything he's supposed to say:

In the vanilla game, only "Hit_DU0016" and "Hit_DU0017" get used and only because they are part of his creature soundgen. He does have a third sound used for his death, but it's recycled from the Ash Vampires' hit sounds.

It is worth noting that while "Hit_DU0016" and "Hit_DU0017" exist, a "Hit_DU015" is missing from the game's files completely.

Vivec

Vivec, the poet god, was supposed to have voices, but he doesn't use them because he's a creature. His voice has a very mystical filtered sound to it. These voice-overs can be found in the data files/sound/vo/misc directory.

Various Ash Creatures

Many of the Ash Creatures actually have the following voice-overs assigned to them but don't use them. The Construction set still acknowledges that they were supposed to use these however. These can be found in the data files/sound/vo/misc directory.

Unused Creature Sounds

A number of existing creatures are either incapable of making sounds or do not have a soundgen assigned.

Ascended Sleeper

The Ascended Sleeper has sounds that are in the game's files. However, it completely lacks a Sound_Gen for it. The sounds, however, do work when added in (unlike the Slaughterfish's). These sound effects sound somewhat electronic, yet at the same time they sound like a trumpet-like musical instrument. This is interesting because in the official Bethesda concept art of the Ascended Sleeper, the weird tubes on its head are depicted as being able to produce music. The sound effects are found in Morrowind\Data Files\Sound\Cr\ascslp.

Slaughterfish

The Slaughterfish actually has a sound_gen assigned for it in the Construction Set. For some reason however, the sound effects never play in-game. It doesn't seem to be a limitation of underwater creatures, as the Dreugh's sounds play just fine. These sounds can be found in Data Files\Sound\Cr\slfish. Due to them sounding like stock sounds it could be that they're left over from the placeholder era of the game.

Temporary Creature Sounds

A few creature sounds still exist from the placeholder era of Morrowind. They can be found in Data Files/sound/cr/_OLD.

The first set of Creature sounds. They're about as stock as they come.

These sound files are pretty generic but anybody that's played Battlespire may recognize them as they're the sounds the Vermai Daedra makes in said game.

These last three temporary sounds aren't used in vanilla Morrowind but they would eventually be reused in Tribunal for the Goblins.

Old Kagouti Sounds

There are unused Kagouti sound effects in the files of the game that are just cat noises! It's possible that these were placeholders during some point of development. Unlike the ones above, these are actually found inside the Kagouti's sound folder (Data Files\Sound\Cr\kgout) rather than the _OLD folder.

Other Unused Sounds

Unused sounds not heard in the game.

funny.wav

This odd sound is unused. It seems to either have been a placeholder for the critical damage sound or was inserted as a joke by one of the devs. the file says "Critical damage!" in a musical electronic voice. The exact voice used is "Cellos" from the macOS builtin Text-to-Speech system. Supposedly, if played backwards, it talks about arm pit hair. Whether this is coincidence or an actual joke however is speculation.

FMV Voice-Overs

The game uses FMV cutscenes at certain points of the game's main quest. Despite this, some raw versions of the voice-overs from these FMVs exist.

Notably, this lacks the voice filtering present in the FMV version. This may have been used as a stand in for before the FMVs were finished.
