This game has unused playable characters.
Built as a test of the Atomiswave hardware for future use, The King of Fighters Neowave serves as an alternate version of The King of Fighters 2002 and has most of the same characters and mechanics, aside from the return of Saisyu Kusanagi and Jhun Hoon. Also, Geese Howard is the final boss...but it's the young Geese from Art of Fighting 2 for some reason.
The PS2 version added a few more characters to the roster that were unused in the arcade version, such as Angel, Kusanagi, and a heavily-nerfed Omega Rugal.

K9999 is present in the game's code and can be played with in any mode, although not without glitches. He has a perfectly viewable move list that was also fully localized in the overseas release.
The only downsides are that his default color is heavily glitched up, with the others being completely black. He lacks an auto combo, and his Guard Break animation is the only glitched part of him. He also uses Kyo Kusanagi's character select, order select, and win screen portraits and Kula Diamond's lifebar portrait.
