Truck Racing is absolutely a different thing than Truck Rally.

Curiously, it was released on the same day as All Star Racing 2, which also features truck racing as one of it's featured disciplines.

The game has a large amount of Mille Miglia's text, including but not limited to Memory Card strings, NeGcon settings, various menus and their translated counterparts and the same build information. The prompt to select the version and the burn date were not present in Mille Miglia however.
