The unused graphics are a part of the unused areas in these instances. Also notable is that Portals G and H do not have any entrance ways into the rooms.
Portal F was meant to go around coordinates (20,20) or so, as a way to get back to the Aquatic Base area a little more quickly.
In the case of the Portals, the normal selection code wraps around to Portal A, on an attempt to scroll past Portal E. By forcing the memory to a position just above Portal H, then backtracking it, text for these three unused Portals can be seen.
