This text appears to belong to a debug-related feature; some code (at/near offset 0xB99D5) still exists to display it, but is visibly corrupted; any other code related to this feature is likely to be either similarly damaged or completely missing.

At offset 0xBD9A2, there is a list of what appears to be music albums, a movie, and a mention of the HP-16C calculator, which was designed specifically for use by programmers.

A similar (and longer) message, which mentions several albums as well as the HP-16C calculator, can also be found in Sengoku no Hasha.
