Is this actually unused, indeed, BMF. Joking aside, it appears that file listing may be something used by game. Here's how I think it works: 

Char String (8 letters for the filename, 3 letters for the extension)
16-bit Integer (File Length (compressed?))
24-bit Integer (File Offset, up to 1FFFFF)
