As this is a 40% build, there's quite a lot of unused textures, many of which are remnants from builds older than this one.
Background Images

Atari Logo
Self-explanatory. It makes sense that this was used in-place of the Atari FMV at some earlier point of development.
Mini-Con Disk Image
An image with some Mini-Con disks on it. This graphic appears to have been re-used in the Cheat Mode videos exclusive to the USA version of the game.
Title Screens
A variety of textures prefixed with TITLE are not used and are likely remnants of earlier builds.
There are three "Press Start" screens which have a wildly different style to them compared to other titles. It's very likely that these stem from the 2002 iteration of Transformers.
The graphic behind the characters in these 2002-era title screens seems to have been bundled into Build 3944 as well.
The titlescreen background used in this build uses a portion of Armada promotional art by E.J. Su. The final uses a CGI render.

E3 Screen
An E3 splash screen, which has G1 Devastator and G1 Superion duking it out. The art originates from an incentive cover for Dreamwave Productions' Prime Directive issue 1.
Pre-3944 Loading Screens
There are two unused loading screens from builds earlier than 3944. LOADINGSCREEN.ITF is a whole image:
The second loading screen is split into two different images named LOADINGSCREENTOP.ITF and LOADINGSCREENBOTTOM.ITF. Both images are 512x216 pixels.
The primary differences are the copyright text and its location. It's likely that the Infogrames Melbourne House loading screen is dated earlier than the Atari Melbourne House variant. The Atari logo is also missing on the Infogrames variant. The Megatron art present on both images is stock Transformers: Armada art.
Early Loading Screen
Build 3944 uses a static image featuring lineart of Autobot HQ's warpgate. Retail builds, in certain situations, opts for a black screen with a loading bar in the bottom right and the Transformers logo in the top left. Most loading screens in retail builds use an animated warpgate loading screen. 3944 seems to lack the warp gate loading screen, using the lineart for all loading screens.

As this build is roughly halfway through development, textures for various characters are unrefined or feature elements which were dropped from the final release.
Light Unit
The Light Unit has a higher-res head texture in 3944. Retail also stores some other texture data which Build 3944 lacks.

Jet Sniper/Jet Laser
The Jet Sniper has some unrefined textures. While retail significantly amps up the amount of detail present on the texture, there are a few minor downgrades, likely caused by optimization. The downgrades are noticeable on the torso texture and the lower portion of the leg texture. This set of textures is used in most renders of the enemy in Build 5171 and retail builds.

Meanwhile, the Jet Laser has a completely different color scheme! Rather than having a sky-blue and white color scheme, Build 3944's is purple and blue.

Guerrilla Unit
The Guerrilla Unit has some early textures where it's maroon and dark green. While the retail Guerrilla Unit has three different palettes, Build 3944 only has one palette. The renders present in both Build 5171 and retail builds use this set of textures for the enemy in the Extras menu.
Starscream
3944 has some higher-res textures when compared to the final build.

Tidal Wave
The bulk of Tidal Wave's different textures feature primitive shading. However, some textures did receive changes and additions. The "stomach" texture isn't even finished yet! Build 3944's forearm and upperarm have some yellow detailing which was axed.

Mini-Cons
The Mini-Cons in Build 3944 only have one palette, meaning that their color schemes don't always represent the Mini-Con team they're part of. The textures present are preliminary textures which can be seen in many images present in the Extras menu.
Build 3944's Beam Mini-Con appears to have slightly more detail in some areas, such as the vents. The most striking difference is Build 3944 having a purple visor, rather than a blue one. The pelvis texture is identical between 3944 and retail.

This texture is only present in build 3944. It is unknown what its purpose was. The filename "LIGHT" suggests it has something to do with lights.
Mini-Con Logos
A bunch of different Mini-Con logos are stored in here which don't get used. Five of these represent the Mini-Con team colors while the latter two are somehow related as per file naming schemes. It is not known how these images would definitively be used.
There are three graphics which may be related to each other, however the former cannot be mirrored without also mirroring the numbers. It is unknown how these would be used.
Lastly, there's this graphic with an unknown use.
Drill Bit Lineart
Line art of Drill Bit from the Armada cartoon. This file exists in retail builds, but is 1 kb and has an incredibly small resolution of 32x32.

The Data-Con symbol shown when selecting a level received a color swap. An unused cinema script file indicates that "Golden Disk" was an early name for Data-Cons, so this may be a remnant of that.

When selecting a character in Autobot HQ in Build 3944, no vehicle lineart appears at the bottom of the screen. While the wireframe renders do show up in retail, the renders at the bottom of the images do not. Hot Shot is using a later design which sports red rims rather than the realistic rims he uses in this build.
