Sound archives of the game have many unused sound files, cut from the game for whatever reason. Some of them are related to cut features and mechanics, like Force Move - a command for vehicles to crush selected enemy infantry, like it was in RA2, POW (Prisoner of War) logic or various unit abilities, some of them were made for already existing features, like assembling Battle Drones for USA vehicles. A big cluster of unused sound files are tied to some sort of an introduction that briefly explains units, buildings, abilities and General Powers for all three factions.

In the internal files, all unit voice commands are divided into groups denoted by suffixes in the file names. For example, "a", "mo" and "se" stand for Attack, Move and Selection commands respectively. However, there's no suffix for training voice lines, and all voice lines heard when a unit is created use the "se" Selection suffix. This is because early in development, the EVA was supposed to announce whenever a unit finishes training by a "Unit ready" quote, as is the norm in many other C&C games. This was later removed and some selection voice lines were repurposed for training.

Battle Drone

All five USA vehicles have unused voice lines for installing the Battle Drone upgrade. However there are no voice lines for installing the Scout Drone. The reason for this is probably because these voice lines were created when the Scout Drone was a Ranger upgrade.

Ambulance

Upgrades

Waypoint Targeting

Waypoint Targeting is a cut upgrade that would've let the Tomahawk rocket to be manually controlled by the player. Later the developers decided to cut this feature in favor of a passive homing ability.

Fuel Upgrade

The Fuel Upgrade is a cut upgrade that would've increased the time USA aircraft can stay in the air before having to land on an Airfield.

Worker Shoes

The Worker Shoes upgrade was supposed to be in the original game but was cut for reasons unknown. The upgrade was later brought back in Zero Hour, however only the last voice line was used for researching the upgrade.

Basic infantry laugh

Every basic infantry unit in the game has three laugh quotes that don't seem to be used anywhere. These are probably tied to the cut command 'Cheer' that would let you taunt your enemy.

Colonel Burton

A couple of unused quotes, supposedly would be used when he's ordered to plant explosive charges due to having the same suffix (a3), just like the other attached to this ability sound files.

Three sound files were meant for the cut "Climb" command or ability. Colonel Burton climbs automatically in the final game without any specific voicelines. The fourth quote is used in "Move" voice set.

Humvee

An unused "Move" quote for the Humvee,

Ambulance

Leftovers from healing command or ability of the Ambulance had to be manually activated. In the final game the Ambulances project an invisible aura that automatically heals nearby friendly troops.

Stealth Fighter

The Stealth Fighter has a voice set for attacking airborne units. However you can never actually hear these voices, as the stealth fighter is unable to engage airborne targets. It probably was originally able to attack airborne units, but the developers noticed the unit is so weak against aircraft it's easier to not bother at all.

Apparentry supersonic speed mode of this unit was supposed to be activated manually. In the final game Aurora automatically activates it after "Attack" order.

Three quotes that would've been played when a building is captured were scrapped, probably because they imply that any building that can be captured belongs to "the enemy", and that would also include neutral buildings.
