Unused Voxel Units
A Soviet truck model. It carries V3 missiles.
A Soviet helicopter made for a Soviet helipad. The rules.ini file mentions the heliport, and full coding for this unit remains in the game. The only problem is, if re-enabled, the rotor does not animate.
In the rules.ini file, it is mentioned that it can only be built by Korea and was likely intended as a country-specific unit. It uses the color palette of the Soviet team and has a long distance artillery attack. The unit remains coded into the game, albeit with an incomplete voice set and slight graphical issues.
Lightweight tank. rules.ini mentions that it could be built by Iraq, but it uses the team colors of the Allies. Coding remains in the vanilla game for this unit (though with the turret rendering at the incorrect angle), however this was removed in the Yuri's Revenge expansion as the "ltnk" designation was re-used for the Lasher Tank unit.
Projectile unused, could be used for a monkey.
Old flak cannon model.

Fortress is very possibly a cut Tiberian Sun Nod aircraft, as its cameo is also included which shares the same template as Tiberian Sun aircraft.

Unknown, no other information available, although the most accepted theory is that this is a "Phalanx Tank", a Chrono tank equipped with missile pods

Unused Recreated RA Units
In the original Red Alert, vehicle units were rendered from SHP files, which are essentially multi-frame 2D bitmaps. With Tiberian Sun, Westwood switched to using 3D voxel models. In Tiberian Sun's local.mix file, all of the units from the original Red Alert were present as VXL files, though in an unpolished state. Since Red Alert 2 was built on top of Tiberian Sun, most of these files remain in Red Alert 2's local.mix.
