Early CJ Head
player.img\head.txd\head8bit has an odd, notably older-looking, and very early (presumed to be for) CJ head. It is incompatible with the final CJ head due to different UV mapping, but it can be edited to overlap the final head texture.
Here is a mock-up of what it could've looked like.
OG Loc?
Present in LD_BUM.txd. Quite possibly OG Loc picking up soap in the first picture, and having "his rhymes stolen" in the second. Freddy, whom OG Loc had sexual relations with in prison, makes reference to Jefferey "dropping the soap" while in prison during the mission OG Loc, which makes these images even stranger as Freddy has nothing close to the skin tone on the arm holding Loc down. Wherever these odd pictures would be used is very unclear. Within the same file is a blank picture named blkdot.
Funnily enough, thanks to various script leaks from The Definitive Edition, we can appreciate Rockstar's intentions of how these images were going to be used in-game. Credits to Brooklynzsmac for the videos.
HUD Icons
Several HUD icons present in gta3.img that are never used for various reasons. jetpack.txd\jetpackicon, skateboard.txd\skateboardIcon, and cellphone.txd\cellphoneicon respectively.
The Jetpack icon is the most notable; since the game will automatically equip you with a suitable weapon when you have the Jetpack on, you wouldn't see this icon anyway. While the game doesn't reckon on you being unarmed when wearing the Jetpack, the icon never gets displayed in any case.
There's also the HUD icon for the equally unused skateboard. One curious HUD icon you never see is the Cellphone. Every 3D GTA game has a HUD icon for the Cellphone, but the phone is never considered an item or weapon in the same context as other world objects that you can pick up and interact with.
Pedestrian Interaction Icons
At one point, talking to people would show these comic-esque bubbles. The bubbles shown in LD_CHAT.txd stand for Good/Bad, Agree/Disagree, and within the same .txd file, D-Pad Up/Left (and would likely be flipped to show Right). In the original PS2 version, these files date back to October 22, 2003, just over a whole year before the game was released, indicating these were cut incredibly early on.
Radar Icons
hud.txd has a set of unused radar icons for:
- The Boatyard, possibly a leftover from Vice City.
- The fire station. Icons for the hospital and police station are used during Wear Flowers in Your Hair.
- The impound garage, meant to be introduced as a game mechanic during the cut mission Impounded.
- MC Strap, an early name for OG Loc. His missions and any models related to him are also named accordingly (STRAP1, STRAP2 and so on).
- Enemy Attack, presumably for when your territory is under attack from another gang. The Ballas and Vagos (the only gangs that can attack your turfs in the final game) have their own icons.
- Icons for the San Fierro Rifa and Varrios Los Aztecas, two gangs that you can't take over territory from and who can't take them over from you.
- An unused icon for Mike Toreno. A grey 'T' for Toreno's Ranch is used instead.
Rifa Spray Tag
An additional spray tag for the San Fiero Rifa in gta3.img\tags_larifa.txd\rifa. Spray tags are limited to Los Santos so this one goes unused. Also of note is the "spelling error" is shared by several SF-related things, such as the SF tattoo and the Rifa's group in pedgrp.dat.
Early Spray Can Texture
The early texture for the spray can seen in some pre-release screencaps is present in gta3.img\spraycan.txd\spraycantex.
Race Tournament Renders
In the file LD_RACE.txd, there are 13 unused images for various race tournaments (with one of them being a simple placeholder). The most interesting part about this is that the renders actually feature an early version of the in-game map, with various differences from areas like Rodeo being massively unfinished, to a concrete Playa del Seville, to a missing Glen Park, and even the presence of Alcatraz!

Vehicle Textures
Dashound Bus
gta3.img\dach.txd is a TXD file for the Dashound, which wouldn't appear until Grand Theft Auto V. A separate texture contains the logo, while this one is present among the tuned car paintings. It has the damaged window texture of Vice City, along with the early San Andreas plate. No model of the bus has been found yet, implying an early cut.
Tram
The mysterious Tram in San Fierro has some unused textures of its own in gta3.img\tram.txd. The texture for its body has the logo of "POWELL AND MASON STS.", and finally the signs texture has some for extra locations but only "GARCIA" is used.
Legend
Paintjobs for the Legend 566, the Elegy's early name in gta3.img. Paintjob 3 is similar to the final's but with yellow and blue colors, Paintjob 2 is completely unique, and Paintjob 1 is a duplicate of the final version.
Dune
There is an earlier wheel texture present in gta3.img\dune.txd\dunemasterwheel92wheel128. It will not show up properly on the final game's Dune wheel.
Vice City Leftovers
For some reason, Vice City screen pictures are present among the San Andreas files, properly converted. This includes the intro pictures (seen here), splash screens shown while loading new parts of the city (a third splash is present but empty), and the "Welcome to VICE CITY" card shown while exiting the game.
