The message is written in Swedish, hence the code "STOCKHOLM", the capital of Sweden.
Aside from a grammatical error ("svenska" instead of "svensk"), the message spells "gång" as "gong" and "för" as "fur" due to the game's font lacking the necessary letters.
"Simon" likely refers to Simon Freeman, who is credited as one of the game's programmers.
