Page 45 of the manual shows an early version of the budget screen:
Page 51 gives another screenshot of this early screen (in addition to one of the normal screen):
There are all kinds of oddities in these shots:
- "TAX Rate" instead of "TAX RATE"
- Income is listed before the fund allocation table
- The labels "Trans. Fund" and "Fire Fund" have switched places
- "Cash Flow" (a term not used in the final build) appears to actually be the city's current or previous funds
- "Previous Funds" appears to actually be city expenditures (the sum of funding transportation, police, and fire)
- "Current Funds" appears to be "Previous Funds" (i.e., city expenditures) minus "Taxes Collected", which does not make sense
- In both screenshots, the hourglass is 100% depleted, which cannot happen in the final build
Note that while the labels for "Trans. Fund" and "Fire Fund" have switched places, the actual numbers suggest the top row is still the transportation fund and the bottom row is still the fire fund. A functioning city won't have a requested transportation budget of $0 because that would mean the city has no roads or rails. Fire funding is normally requested in increments of $100 per fire department, which would make the requested amounts here of $220 and $316 impossible, but these are normal numbers for an early city's transportation budget.
