Debug menu code doesn't work

I've tried several emulators and the debug code doesn't function correctly. If I press triangle the screen goes blank, and pressing select afterwards as instructed doesn't bring up the menu. What's confusing is I used this exact code only like 6 months ago and it worked fine. I checked and the code hasn't been revised in any way since it was put up.
