Mournhold
Cell ID: "mournhold" Mournhold has its own test cell added with the tribunal expansion. It's an empty room with a single door. That can be opened to access the black abyss outside.
The cell exists for the Morrowind dialogue engine's benefit. Conversation replies can be filtered by current cell. This filter works with substrings: a "Mournhold" cell filter will allow replies in any cell name that starts with "Mournhold", while the filter "Mournhold, Great Bazaar" would disallow replies in, for example, "Mournhold, Godsreach District". Since the Construction Set only allows to use existing cell names and region ID as cell filters, a dummy cell with the name "Mournhold" was necessary. The other option would have been to duplicate the Mournhold dialogue for each cell name, which would have been impractical and inelegant.
Mournhold, Temple
Cell ID: "mournhold, temple" A duplicate of the Mournhold temple's High Chapel without doors and exits. It exists for similar reasons as above.
Mournhold, Royal Palace
Cell ID: "mournhold, royal palace" This cell also exists for filtering dialog between related cells. Unlike the other two mournhold test cells, this one is completely empty. Save for the Imperial NPC named "Shady Smuggler" which is otherwise unused in the game (though he's tagged as owner of several objects in Seyda Neen's Census and Excise office and in a few other places.)
Pelagiad, Ignatius Flaccus' House
Cell ID: "pelagiad, ignatius flaccus' house" This cell is a copy of Erval's house in Pelagiad (he still owns most of the items in the house), with the addition of ten piles of gold and three dwemer scrap floating above the rug. Its exits lead to an empty spot in Pelagiad, where a house of its shape could be reasonably placed. Ignatius Flaccus is an actual NPC that was added with Tribunal, but his accessible house is in Mournhold.
