While there aren't as many in Tribunal as there are in the base game, rest assured that Tribunal has some unused NPCs.
Dirver Relas
A level 20 Dunmer (Dark Elf) male that's of the class trader service. He only carries common clothing.
Dro'farahn
A level 10 male Khajiit Commoner. He only carries common clothing.
Edre Retene
A level 20 female Breton Bookseller. She only carries common clothing.
Hulgarth
A level 37 Nord Barbarian. He has no clothing or other items whatsoever.
Myn Farr
A level 15 male Breton knight. He is a vampire affiliated with the Berne vampire clan and has the rank of Lord.
