Ayame Blackburn
Ayame's costume was originally a parody of Sailor Moon rather than a generic anime high school girl.
Her design may have been changed to avoid legal troubles.
She was also going to reappear as a remnant psyche, this was scrapped along with her old design.

Con Smith
Con's early model isn't very different from his final version. Other than the alternate colors, he simply has smaller, baggier shorts with a belt around his waist.
The model appears to be using an earlier version of the character model shader. This shader is possibly the same one used in the very first trailers and renders of the game.

Curtis Blackburn
Curtis' outfit is the most obvious change here, but there are slight changes to his hair too. The early model is also the same one seen in the 2003 Tokyo Game Show trailer.

A grievously injured Curtis Blackburn. This is a leftover from a scrapped early scenario that was detailed in the Prototype of Killer 7 comic from the Hand in Killer 7 art book.

Dan Smith
This may be one of the earliest models made for the game. Early Dan has noticeable musculature and his clothes have folds. This model was most likely created before the developers really buckled down with low poly models.

Jean DePaul's early assassin suit appears to be a recolor of his chef outfit, it was most likely a placeholder until his proper suit was modeled.

Emir's design differs slightly, sporting longer slicked back hair, a red shirt with blue shoulders, and a third eye with black sclera and a blue iris (or an inverted red eye).

Boss fought at the end of Target01: Sunset (Part 2). The colorful tie change may have been to help players better get the hint on how to kill him.

KBT
Seems to be a cut character. His model name is KBT_M00, his proper name and role are unknown. Although unknown, this character seems to reside in test room 704_M03 (Celtic Apartments) and can be interpreted as the superintendent.

Kenjiro Matsuoka (Remnant Psyche)
Possibly a leftover from an older version of the story. Perhaps Matsuoka would have been killed in Sunset instead of in the very end of the game in Lion. Matsuoka also wears glasses in this version. Because the "ghost" effect seems to be a post processing effect, a close up shot is included to show that he has no eyes, a trait of all Remnant Psyches.

Ironically, his early outfit is very subdued and muted. His suit was most likely changed to better reflect his character and to contrast Harman's design. His old model also has inverted eyes, not red ones like his final.
